We also want to ensure that patients and the public influence the Board’s work at every stage of developing policy, strategy and operations. To this end we would expect:
• To establish a culture and leadership approach which puts engagement and involvement at its heart
• That the model of engagement adopted by the Board sets the tone for the commissioning system
• That all staff employed by the Board have core skills in engagement and involvement
• That our decisions show that the Board knows and understands patient insight and intelligence

ACTION LEARNING SETS FOR LINks - Draft Specification

In response to the White Paper Equity and excellence: Liberating the NHS many stakeholders and commentators – including LINks – raised concerns about the ability (capacity and capability) of LINks to evolve into Local HealthWatch. These responses - together with evidence from the Department’s analysis of the 2009-10 LINk Annual Reports, and feedback from the White Paper engagement events – led to a commitment in the Transition Plan to support LINks during the period leading up to the establishment of HealthWatch through learning networks.

UNITING HEALTHWATCH WITH CQC A 'MISTAKE', says Advisory Group

The decision to make HealthWatch England part of the Care Quality Commission is a “mistake”, according to a group advising on the proposals. The government envisages HealthWatch England acting as a consumer champion for patients. Under the terms of the Health Bill it will be a committee of the CQC, but the National Association of LINks (local involvement networks) Members disagrees with this approach. The group provides a fifth of representatives on HealthWatch England’s advisory panel.

The House of Lords is still considering clause 4 but is expected to reach Part 5 in a week or less. Part 5 is about HealthWatch and much of it about HWE.
