PATHFINDERS ALSs - HW PROGRAMME BOARD
Meeting today - 26 January 2012
Board papers say: Development of HealthWatch Pathfinders has been brought into line with Social Care Local Government and Care Partnerships approach to the Health and Wellbeing Boards. Ministers have agreed to a change of approach regarding the funding for Pathfinders (£5k each with more for Pathfinders that involve more than one local authority and LINk), which was announced on the 3rd January.
David Behan published a letter outlining this, as well as stating the change in start-date for local HealthWatch (now April 2013), plus new (additional) funding is being made available to local HealthWatch for start-up costs in 2012/13. Three delivery partners have come together to help
extract and share the learning from the Pathfinders by the end of 2011/12, to inform what needs to happen in 2012/13.
Action Learning Sets for LINks: Treasury approval has been obtained and Regional Voices, in a consortium with other strategic partners, will now take this forward.

PATIENT CHAMPIONS RECEIVE FUNDING BOOST

The future local champions for patients and the public have been given a £3.5m funding boost, Secretary of State for Health Andrew Lansley announced today.
From next year, an additional £3.2m will be made available to local authorities to establish Local HealthWatch, the new local health bodies set to replace Local Involvement Networks. In addition, funding of over £370,000 will also be made available until the end of the 011/12 financial year for 75 Healthwatch Pathfinders – a partnership between Local Involvement Networks and local authorities to test out the role of Local Healthwatch – and can be used in any part of their development. This could include spreading best practice, engaging more in the community, and financially supporting volunteers.

The substantial cuts to LINk budgets in 2010-11 have put enormous pressure on many LINks, and hit them hard as they are attempting to effect a successful transition to Healthwatch. Refusing to fund the 75 Pathfinders was a terrible blow, whilst the promise of Action Learning Sets and other centrally provided support has fizzled out.
