LETTER TO CHAIRS AND CHIEF OFFICERS, LOCAL HEALTHWATCH from John Rouse, Director General of Social Care, Local Government and Care Partnerships, Department of Health
17 December 2015 - 2 pages Subject: Recruitment of successor to Anna Bradley, Chair, Healthwatch England |
CREATION OF NHS IMPROVEMENT
Monitor and the NHS Trust Development Authority are to become ‘NHS Improvement’ under the leadership of [Chair] Ed Smith and [Chief Executive] Jim Mackey.
Monitor was created in 2004 as a regulator of Foundation Trusts’ governance and finance. Under the Health Act 2012, it was made the economic regulator for the NHS, with a specific duty to ensure the system was “economic, efficient and effective”, and has continued to closely oversee FTs’ finances.
When the merger of Monitor and the TDA was announced in June, the Department of Health said: “The closer working between Monitor and TDA will encompass those functions and duties carried out by both organisations.”
At present there is expected to be no major change to NHS legislation to create NHS Improvement.
“It is not just about bringing together the two organisations, it’s creating a new organisation with a new purpose: to support providers to improve.”

PEOPLE-POWERED HEALTH: STRENGTHENING PATIENT AND PUBLIC PARTICIPATION IN THE WORK OF NHS ENGLAND
NHS England has published its new Patient and Public Participation Policy and Statement of Arrangements and Guidance on Patient and Public Participation in Commissioning. The new policy outlines our ambitions and approach to participation in all of our work and the arrangements describe how we meet our legal duty to involve the public in commissioning. Both documents were developed together with NHS England staff, patients and public representatives, and other key partners.
