NALM CONFERENCE: EXTRA FUNDS FOR LOCAL HEALTHWATCH

The Minister, Norman Lamb, made clear in his statement at the NALM Conference, that there is additional funding of £16.5 million for Local HealthWatch for each of the next TWO years i.e. 2013/14 and 2014/15.

NALM welcomes the opportunity to respond to this consultation and to influence the development of HWE and the membership of the board of HealthWatch England.
· Direct elections from Local HealthWatch to the Board of HealthWatch England are
essential.
· HealthWatch England must be fully independent.

Prime Minister, David Cameron, announces a “Nursing Forum” inquiry to address concerns about care standards and patient safety.
'Local HealthWatch to lead new patient-led inspection regime to replace the old Patient Environment Action Team inspections. Healthwatch England will make sure independent patient views are incorporated in to the design. Inspections to cover consider cleanliness, food, privacy and dignity at a minimum.'

The advertisement for the Chair of HWE will not go out in November, as originally planned, but will go out in January 2012. The Secretary of State has given agreement that DH will use Executive Search to support recruitment. This has impacted the timescales.

The substantial cuts to LINk budgets in 2010-11 have put enormous pressure on many LINks, and hit them hard as they are attempting to effect a successful transition to Healthwatch. Refusing to fund the 75 Pathfinders was a terrible blow, whilst the promise of Action Learning Sets and other centrally provided support has fizzled out.

UPDATE ON HEALTHWATCH ENGLAND

It is expected that HWE will be located in Leeds and the Chair will also have a London office. The salary of the Chair of HWE will be a matter for the DH and CQC. A Stakeholder Committee will advise the CQC Board on matters of strategy and policy and has been set up under Schedule One of the Health and Social Care Act 2008. The Committee will be reviewed annually.
Biographies of the members of the Stakeholder Committee are included in this document.
